Senior member of the Democratic Party and the Buganda Lukiiko Joseph Mukasa Balikuddembe has died. Balikuddembe died yesterday at Nsambya Hospital where he had been treated for cancer for sometime.

Erias Lukwago who fought legal battles alongside Balikuddembe in courts of law said they had lost a great man.

“A lot of the constitutional changes related to multipartyism that we see came from the work of Joseph Balikuddembe. He will be greatly missed,” Lukwago said.

Joseph Balikuddembe was an active member of DP both as a political actor and a legal mind. In 2005 he wanted to stand for party president but gave way for John Sebaana Kizito at an agreement reached by the party leadership.

He was known for spearheading constitutional petitions against Article 269 in the constitution that had previously banned political parties.

He was DP Vice President General, Buganda Region 2005-2010.

Joseph Balikuddembe later stood for the Lubaga South Seat which he lost to former MP Ken Lukyamuzi.

Buganda Kingdom role

Balikuddembe was also a representative of Nyonyi Nakinsige in the Buganda Lukiiko (Buganda Parliament) from 1992-1996 and then later continued as a representative in the Lukiiko until he passed on.

He rose to the rank of Deputy Speaker Mmengo Lukiiko.

In the past he further served as a a Legal Advisor to Bataka Committee where with other members of the committee recommended the Lukiiko to be elected based on Masaza.
