Late Emmanuel Tegu Was Mentally Ill Says Enanga

Uganda police has this afternoon provided more details surrounding the circumstances under which Emmanuel Tegu, a third year student at Makerere University died after he was beaten at campus a week ago.

Despite reports from the public that Emmanuel succumbed to multiple organ failure after being beaten LDU officers, Police have stuck to the narrative that he was beaten by a mob.

Police spokesperson Fred Enanga while addressing the press on Monday said all the arrested 10 suspects are residents of Makerere University in Kampala.

“They are detained at Wandegeya Police Station pending interrogation.
The suspects, whose identities will be disclosed after interrogation, are said to have participated in the mob action that led to the death of the student,” he said.

Enanga added that there are other suspects who took off after receiving information of the death of the student, but our teams are pursuing them.

According to Enanga, Tegu had bipolar, a mental illness and was found half naked in Makerere University by patrol teams.

“He became more aggressive as the patrol teams tried to pursue him and started pelting them with stones,” he added.

He said CCTV footage shows him pelting stones to officers.

However, reports indicate Tegu allegedly told his mother and sister while on the death bed that he was tortured by a member of the Local Defence Unit (LDU) attached to Makerere University but police maintain that the third year he was beaten by a mob and not a security operative.

Police said preliminary investigations indicate that the victim was attacked at around 11:00 pm, near Lumumba hall, in Makerere University on June 28.

“At the time the victim died, the police had not recorded his statement to give us his last moments,” Patrick Onyango, the Kampala Metropolitan police spokesperson.
