While speaking at the Annual Judges’ conference, President Museveni called Somalia a country with no state and lacks organized authority.

In his speech, the president also questioned the effectiveness of the United Nations, criticizing the UN for having been in Congo “since 1960 but people are dying like flies.”

The president also doubted the security brought by the UN troops.

“We are not candidates of UN for security. We defeated Joseph Kony and other rebels who tried to challenge us. Look across Africa, in countries like Congo, people are dying like flies,”  he said adding that “UN is there supervising chaos and conserving terrorism.”

“You go to Mali, you go to all those places, even Nigeria you will only find big problems there including Chad. But here we have created a pillar of security,” Mr. Museveni  continued.

However, crime level in Uganda is moderate though robberies and burglaries have been on the rise. Insecurity has become a political issue.

“Uganda cannot settle down if we do not settle the ideological direction of the country. UPDF has been able to provide security of Uganda and some of our brothers in the  neighboring countries with a budget of $439m a year. If you compare with the defense  budget of other countries, ours is too small,” he said.
