UCC sets tough demands for Chameleone to get TV license

Sometime last year, Singer Jose Chameleone applied for a television station license at the Uganda Communications Commission (UCC).

The application was processed and submitted by Media Consultant Dr.Joel Isabirye with the instructions from Chameleone.

A few days after, the station came on air, Isabirye brought and set up the transmission equipment which was tested to see if it could work. Isabirye communicated to Chameleone that the equipment they had acquired was capable of running the signal such that if UCC wanted to inspect they would be able to do so when they are giving out the license.

After internal evaluations at the Commission, the Committee sent a letter to Chameleone dated 22nd December 2020. It stated that Chameleone must provide the additional following requirements before he would be granted a license:

  1. Bank details and financial references from the station bankers,

2.A copy of identification for Ms. Musoke Prossy Namirimu who has been disclosed as a shareholder of the company.

3.Tax Registration and Clearance Certificate.

4.A copy of the consumer Complaint handling and redress mechanism.

5.Proof or evidence of initial seed capital required to set up the station.

6.Clarification on the projected costs and revenues provided. An explanation on how projected costs and revenues have been derived including assumptions used.

6.Curriculum vitae and profiles of all the Technical and management executives proposed.

7.Editorial policy and guidelines that will guide the producers, presenters and guests at the station.

  1. An undertaking that within six months from the date of this letter, Chameleone TV shall provide Specifications and proof of a functional pre-listening device and or a time delay facility or equipment to enable the station cover and broadcast live events.

Almost four months since that letter was sent, Chameleone is yet to provide the financial evidence that is required by the Uganda Communication Commission (UCC). Sources at the Commission say they will review the progress of the application if the six months period elapses.

The requirement that he provides Bank details and financial references from the station bankers, and proof or evidence of initial seed capital required to set up the station might become obstacles to the project.
