Will Bank of Uganda be saved by Munyagwa?

For many observers, the probe on Bank of Uganda, being handled by the Parliament of Uganda may look biased. It is hurriedly conducted and appears to be in pursuit of a principal goal of finishing top managers of the bank. Hon.Abdu Katuntu who leads the probe has frequently argued that his team intends to put things right in the financial sector.

As the term of the Committee on Commissions, Statutory Authorities and State Enterprises [COSASE] led by Hon.Abdu Katuntu comes to an end, Forum for Democratic Change (FDC) and members of the Shadow Cabinet in Parliament, are insisting that the Committee leaves way for the new Committee led by Mubarak Munyagwa, to take over.

This development could signal a reprieve for Bank of Uganda, which has been under fire and scrutiny from the Katuntu led Committee. So far there are indications that Munyagwa and his Committee may not pursue the hard investigations that Katuntu and his team had pursued.

The Speaker of Parliament has requested the Leader of Opposition to extend the term of COSASE which Munyagwa and team have flatly rejected.

While there are glaring issues with Bank of Uganda, some members in the opposition ranks think COSASE was compromised to bring down some officials in Bank of Uganda and absolve Crane Bank of any wrong doing, a claim Katuntu has consistently denied.

Betty Nambooze Shadow Information/Kampala Minister and MP Mukono Municipality wrote a long missive against extending the term of COSASE.

“We have been as Ugandans used to only Museveni finding excuses to extend his tenure at top position of the land.Museveni said,he fought to give power to civilian authority, he extended his term to make the constitution he is very busy violating, After the making of the constitution in 1995, he gave reasons that he wanted to test his constitution, and see how it works in the election of 1996, in 2001 Museveni said the constitution gave him a chance of last term,in 2005 Museveni changes the constitution that he can’t leave before professionalizing the army,in 2011 Museveni says he couldn’t leave without first getting his oil,in 2016,Museveni says that he can’t hand over power to wolves, in 2021 Campaign which Museveni has started,he says he can’t leave power before Africa develops and he says that he wants to see every Ugandan,E.African and Africans secure!!

What is in COSASE? What is the difference between Members of this committee who have refused to handover and Mr Museveni? Are these members of Opposition or good students of Mr Museveni? Who has ever finished work in public sector? What is the essence of handover of files(the successor to continue where the predecessor stopped- the predecessor can continue to give wise counsel and share experiences), what example are we showing as members who are fighting those who don’t want to hand over to others!! God help Uganda.” Nambooze wrote.
