Sub County Officers in newly created Namisindwa District are accused of disbursing money meant for government’s Youth Livelihood Programme to unknown members.
Paul Wangoto the youth chairperson for Buwasunguyi parish in Namabya Sub County accuses the Sub County Community Development Officers (CDO) of asking for bribes from youths so as to benefit from the programme.
Wangoto alleges that the CDOs usually charge between 20,000 to 30,000 shillings per group member.
“With many youth unable to succumb to the demands by CDOs, the programme is now supporting people above 35 years of age who are able to pay bribes. Money is given to ghost members,” he said.
Levi Watuwa a youth from Bupoto Sub County Watuwa says this makes the programme lose its intended objective of supporting young people.
Joseph Weyusa Masafu the Namisindwa District Development Officer has asked the youth to identify the officials involved in the mess.
Manafwa and Namisindwa Districts were allocated more than 200 million shillings for Youth Livelihood activities this financial year by government.
The funds are advanced to the Youth Interest Groups in form of a Revolving Fund in order to increase outreach and enhance sustainability of the Programme.
